The interpretation of the crisis state of our society has occasioned numerous attempts to analyze its economic foundation—the nature, functions, and effectiveness of state ownership. The idea that various forms of ownership, private ownership included , can compete within the single economic system of Soviet society is now no longer a novelty. A number of economists insist that share-holding ownership is a possible and effective form of public ownership. The most important property, a distinctive feature of any intelligent system, is its decision-making ability. In this case, the more complex the problem to be solved, the more and more diverse the initial data, and the more critical it is that the decision to be made was comprehensively considered and evaluated. In many cases, simultaneously arriving various initial data, if considered separately, and decisions based on such consideration lead to completely different results, often contradicting each other. Therefore, in the process (...) of development and implementation of artificial intelligence (AI), it is especially important to investigate the “mechanism” of decision-making in conditions of the inconsistency of incoming initial data and the need to establish some generalizing rule, according to which it is possible to find a harmonizing solution taking into account various influencing factors. It is evident that when establishing the rules of decision-making, it is necessary to strive for a “positive” result from the point of view of the problem being solved. This undoubtedly requires analyzing the consequences of the decision made in a set time scale, which can be provided by appropriate feedback that will allow us to make the necessary corrective actions. Artificial intelligence in modern forms of practical realization has, as a rule, a digital embodiment. It should be taken into account that the digital representation of data inevitably shows an inaccurate display of initial values when processes of a continuous nature are considered and analyzed. Since a digital model has certain limitations and characteristic properties when analyzing and processing initial data, it is logical to assume that for this reason, there can be some general approach, some general rule, according to which a decision is made in the conditions of diverse initial data and the need to take into account the relevant consequences after the decision is made. This paper attempts to find a decision-making mechanism, harmonizing it according to the incoming external and available internal input data. (shrink)

Originally conceived as a forty-page conclusion to Hacker’s twenty years of work on the monumental four-volume Analytical Commentary on the Philosophical Investigations, this book “rapidly assumed a life of its own”. A major contribution to the history of analytic philosophy, this substantial volume delivers even more than the title promises. The eight chapters are best approached as a six-chapter book, itself some 220 pages long, on Wittgenstein’s contribution to twentieth-century philosophy, followed by a two-chapter, 120-page epilogue about how and why (...) his influence has waned. The first six chapters provide an encyclopedic summary of the fruits of Hacker’s research on Wittgenstein’s writing, an immensely learned account of British philosophy from the turn of the century to the 1970s, and a detailed account of Wittgenstein’s reception by Oxford, Cambridge, and the Vienna Circle. The book’s closing chapters, “Post-positivism in the United States and Quine’s Apostasy” and “The Decline of Analytic Philosophy,” polemically argue that Quine’s philosophy, and the post-Quinean naturalism prevalent in Anglo-American philosophy today, amount to such a decisive break with the analytic tradition, as Hacker conceives of it, that they should not be counted as “analytic.”. The article focuses on the concept of the state in the works of the German sociologist M. Weber and his contemporary, the anarchist G. Landauer. Specifically, it is commonly thought that Weber has a unique interpretation of the state, its nature, and inalienable characteristics. This Weberian approach did not fit into any of the traditions that existed at that time in Germany (for example, represented by H. Kelsen, G. Jellinek, and O. von Gierke). However, the author of the article tries (...) to demonstrate that three main Weberian aspects of the state — 1) the monopoly on legitimate physical violence, 2) the relationship of domination, which is accompanied by a minimum desire to obey, and 3) the chance for the regular reproducibility of these relationships — are consonant with Landauer’s concept of the state. This discovered conceptual affinity allows one to look at Weber’s sociology from new angles, without being impacted by the personal beliefs of the German scientist, who very critically treated anarchism as a socio-political movement. In the final section of the paper, the author discusses the modern project of “anarchist sociology”, which also uses Weberian methodology. The paper argues that “anarchist sociology” might be a promising social science with ts unique vision of several key sociological topics, such as domination, power, or social inequality. (shrink)

In the book, basic principles of syncretic logic (sycretics) are expounded upon, with the help of which group relationships of a philosophical nature are treated. Classical philosophical laws are analyzed, new assertions are formulated, laying claim to the position of laws. Syncretic logic is used for constructing the axiomatic theory of carriers and the analysis of its consequences. The problem of the origins of life is considered, the connection between the course of existence and the laws of conservation in physics (...) is expounded upon, the universal scheme of logical operations is described, the components of the structure of a world view are specified. The rule of rescue describes the powerful human proclivity to rescue identified endangered lives, regardless of cost or risk. Deciding whether or not to perform a decompressive craniectomy as a life-saving or ‘rescue’ procedure for a young person with a severe traumatic brain injury provides a good example of the ethical tensions that occur in these situations. Unfortunately, there comes a point when the primary brain injury is so severe that if the patient survives they are likely to remain severely (...) disabled and fully dependent. The health resource implications of this outcome are significant. By using a web-based outcome prediction model this study compares the long-term outcome and designation of two groups of patients. One group had a very severe injury as adjudged by the model and the other group a less severe injury. At 18 month follow-up there were significant differences in outcome and healthcare requirements. This raises important ethical issues when considering life-saving but non-restorative surgical intervention. The discussion about realistic outcome cannot be dichotomised into simply life or death so that the outcome for the patient must enter the equation. As in other ‘rescue situations’, the utility of the procedure cannot be rationalised on a mere cost–benefit analysis. A compromise has to be reached to determine at what point either the likely outcome would be unacceptable to the person on whom the procedure is being performed or the social utility gained from the rule of rescue intervention fails to justify the utilitarian value and justice of equitable resource allocation. The most searching elaboration of the detective image of the historian has come from the pen of R. G. Collingwood. His short detective story "Who Killed John Doe?" implied that, in spite of the often tentative nature of the question-answer process in a successful historical investigation, the pieces of the puzzle fit together and their coherence becomes self-evident. The predominance of physical evidence in Collingwood's detective story had its counterpart in his research on Hadrian's Wall. In examining the questions raised (...) by his investigations, and distinguishing between direct and circumstantial evidence, Collingwood was able to formulate a comprehensive theory concerning the date of the Wall's construction, the purpose of the Wall, the date of the related turf wall at Birdoswald, the chronological position of the fourteen forts along the Wall, and the role and date of the Vallum following the Walls' course. The pattern of research into the mysteries of Hadrian's Wall has hardly conformed to the linear, step-by-step schema of Collingwood's logic of question and answer. As with much detective work, it has embodied its share of informed guesswork, mistaken inference, false leads, and fortuitous revelations. (shrink)

Suppose COVID-19 is the runaway tram in the famous moral thought experiment, known as the “Bystander at the Switch.” Consider the two differentiated responses of governments around the world to this new threat, namely the option of quarantine/lockdown and herd immunity. Can we contrast the hypothetical with the real scenario? What do the institutional decisions and strategies for dealing with the virus, in the beginning of 2020, signify in a normative moral framework? This paper investigates these possibilities in order to (...) highlight the similarities and, more importantly, the differences that exist between utilitarianism and Kantian ethics. Analysis shows that the hypothetical scenario can never be fully compared to the complex multifactorial nature of the real world. But if a comparison is attempted, the most obvious difference between the two governmental strategies is the concept of duty within the Kantian perspective. Ultimately, it is a matter of comparing freedom and life. Attributing a moral “priority ticket” to one or the other can be analysed through interpersonal aggregation. (shrink)

As the annual air passenger traffic in India is increasing steeply, an environmental impact assessment on important cities connected by air is becoming increasingly indispensable. This study proposes an innovative screening method that uses a modified Environmental Vulnerability Index. This modified EVI calculator includes aviation-related parameters and can be used to assess the environmental vulnerabilities of political states and cities, in addition to countries as is being already done. This study also suggests the need to include aspects of human comfort (...) in the screening process through the use of state-of-the-art computational fluid dynamical software and large eddy simulations which can be used to estimate forces experienced by aircraft of different sizes during in-flight turbulence for various weather conditions. A comparative analysis is presented on how changing the size of the aircraft operating in a particular route between the cities of Chennai and Bengaluru has better implications on both passenger comfort and the environment. It is observed that if commercial airlines incorporated fewer medium-sized aircraft, there would be a significant reduction in the environmental vulnerability of the two connected cities. (shrink)

One of the curious things about Homeric studies is the way in which, although opinions in this field fluctuate violently, from time to time certain among them tend to become crystallized for no particular reason and are then accepted as something approaching orthodoxy. It is to try to delay such a crystallization, if it is not already too late, that I direct this brief coup d'ail at some current opinions on whether Homer—for the sake of clarity I apply this name (...) in the first instance to the monumental composer of the Iliad—used the aid of writing, and in general at the value of comparative inferences based on the heroic poetry of modern Yugoslavia.
